For many growing companies, relocating part of their accounting or electronic bookkeeping abroad can be an attractive step. It may offer greater alignment with group structures, access to shared service centers, or the simple efficiency of consolidating financial processes across borders. But in Germany, shifting bookkeeping functions to another country is not something that happens automatically. It is governed by strict legal requirements, and the process must be handled with care to avoid compliance issues later on.
Steuerberaterin Renate Schnürch guides companies through this transition with clarity and confidence. Whether bookkeeping is being moved within the EU or to a third country such as Switzerland, we help ensure that the relocation meets all regulatory demands and that your financial processes continue running smoothly every day.
Since 2001, we have supported both German and international clients with tax compliance, financial reporting, and ongoing accounting needs. Many of our clients operate across several jurisdictions, and relocating accounting functions is often part of a broader effort to harmonise finance tasks at the group level. No matter the background or reason, our focus remains the same: safeguarding compliance while enabling your business to grow efficiently and sustainably.
Understanding the regulatory framework
Germany has very specific rules governing the relocation of electronic bookkeeping abroad. These are outlined in Section 146 (2a–c) AO of Germany’s fiscal code (Abgabenordnung), which distinguishes between relocation within the European Union and relocation to so-called third countries. Since 2023, the law even allows bookkeeping to be split across several countries, a flexibility that can be helpful for multinational groups.
However, this flexibility comes with responsibility. Companies must ensure that German tax authorities retain full access to all relevant accounting data, regardless of where the systems are hosted. The legal framework is designed to prevent data from becoming inaccessible abroad and to ensure that audits and reporting obligations remain fully enforceable.
For many companies, understanding where the boundaries lie (and how to comply with them) can be overwhelming. That is where experienced guidance becomes essential.
Tailored support throughout the application process
Relocating electronic bookkeeping requires a formal written application to the competent German revenue authority. Without approval, companies risk having their accounts challenged, which can result in delays, additional audits, or financial penalties.
Where bookkeeping has been transferred abroad without authorisation, or where access to data is not granted as required under Section 147 (6) AO, a fine for delay may be imposed. The statutory range for such fines is from €2,500 up to €250,000, depending on the individual circumstances.
We support our clients throughout this process, from compiling required information to preparing and submitting the application. This includes documenting the exact location of the data processing facility abroad, identifying any third-party service providers involved, and describing precisely which accounting functions or digital records will be handled outside Germany.
Our role is to make this complex process manageable. We translate legal requirements into practical steps, ensure that nothing is overlooked, and coordinate communication with the relevant authorities. For companies with international structures, this often means aligning the application with internal group processes while maintaining strict compliance with German law.
Ensuring continuity in your financial processes
Relocating accounting systems is more than a technical shift. It involves change in daily workflows, team responsibilities, and reporting structures. Our clients appreciate that we stay involved even after the application has been approved. Depending on the needs of the business, we can support key finance tasks directly, ensuring that German obligations continue to be met on schedule.
This may include handling account assignment, preparing entries into the accounting system, reviewing and processing scanned documents, or maintaining parts of the general ledger until internal teams abroad are ready to take over. We offer this support both on an interim and long-term basis, always tailored to the individual setup of the company.
By combining regulatory knowledge with hands-on finance experience, we help clients avoid disruptions and maintain clear, reliable reporting throughout the transition.
A partner you can rely on across borders
Companies choose us because they value a partner who understands both the legal framework and the practical realities of working internationally. We explain requirements in a straightforward way, maintain open communication with German authorities, and stay connected with group finance teams abroad to keep processes aligned.
Our work is guided by clarity, precision, and a long-term mindset. Whether your goal is efficiency, harmonisation, or the consolidation of global finance functions, we help ensure that the move complies fully with German law, and that your business remains prepared for audits, reporting deadlines, and future growth.
Supporting your long-term success
Relocating electronic bookkeeping abroad is not simply an operational decision. It requires a careful balance between efficiency and compliance, supported by experience and a deep understanding of cross-border finance. With the right guidance, the process becomes an opportunity to strengthen your financial structure rather than a source of risk.
From the first conversation to ongoing support after approval, we are committed to making your transition smooth, transparent, and secure. Our clients trust us to navigate the regulations, manage the details, and keep their German operations fully compliant – so they can focus on the business opportunities that matter most.
